Labour hire licencing (LHL) legislation has been introduced in Queensland, Victoria, South Australia and the Australian Capital Territory. There is an expectation that other states/territories will follow suit or that a national scheme will be implemented in the future.

Labour hire licencing schemes were suggested as a way to regulate the labour hire industry following a series of revelations on exploited workforces. These included fruit pickers in the Goulburn Valley and other farming industries.
