Regarded as one of the most widely recognised quality management standards in the world, ISO 9001 goes well beyond basic compliance. It provides a structured framework for organisations that enables them to consistently meet the expectations of clients and stakeholders while embedding a culture of accountability and continuous improvement into everyday operations.
Who is Talent Quarter?

The Motivation to Pursue ISO 9001 Certification
Talent Quarter says the decision to pursue ISO 9001 certification was driven by the organisation’s internal standards and the strong desire to formally validate the quality practices already embedded in the organisation.
“As we increasingly partner with government clients and highly regulated organisations, it became important to formalise and externally validate the standards we already hold ourselves to.” Shannon O’Fionnagain.
ISO 9001 provided a structured framework to strengthen Talent Quarter’s quality management systems and demonstrate to their clients, stakeholders and their board that they operate at a consistently high standard.
“It reinforces our commitment to delivering reliable, compliant and high-quality services,” says Shannon.
Preparing for Certification
Recognising the scale of the certification process and the value of having quality experts onboard, Talent Quarter engaged external consultants for specialist guidance. Internally, a dedicated and experienced project manager, Rosie Tipton, was appointed to lead the initiative across the business with oversight from their Executive Head of Operational Strategy & Governance, Shannon O’Fionnagain.
Reflecting on the preparation process, Shannon explains,
“The process was thorough and structured, requiring us to review, formalise and in some cases refine our internal processes and documentation. It involved a comprehensive gap analysis, documentation development, and embedding clearer controls and accountability across the business.”
She further highlighted the benefit of having both internal ownership and external expertise during the preparation process.
“While it required significant focus and coordination, having dedicated and external expertise helped us stay on track and ensure we were aligned with ISO 9001 requirements from the outset.”
Challenges Along the Way
As with many organisations that undertake the certification journey for the first time, Talent Quarter also faced a few challenges in their journey. In Shannon’s own words,
“One of the main challenges was the volume of documentation required and ensuring everything was appropriately formalised and consistent across the organisation. At times, the process stalled as we balanced day-to-day operations with the demands of certification,”
Their solution to overcome and move forward was to allocate dedicated internal resources and implement a structured project plan. The result? They started regaining momentum and were back on track.
“The process also highlighted areas where our processes needed to be more thorough or clearly defined. While this required additional work, it ultimately strengthened our internal controls and clarity of responsibility,” says Shannon.
Benefits of Certification
Since achieving certification in the ISO 9001 standard, Talent Quarter have already seen tangible benefits within the organisation. The certification journey prompted them to prioritise key internal projects including developing their intranet and formalising their documentation repositories.
“The process also encouraged us to establish formal risk registers and risk matrices, which have improved how we identify, assess and manage risks across the business. It highlighted gaps such as areas requiring clearer registers or oversight and introduced more structured mechanisms for recording opportunities for improvement (OFIs) and managing non conformances.” says Shannon.
In addition to this, Talent Quarter says overall accountability and visibility across their operations have also seen improvement along with a more proactive approach seen across their approach to planning and improvement.
In discussing their improved quality management system, the biggest benefit Shannon says is the consistency and structure it has brought across their teams.
“It has streamlined processes, reduced ambiguity, and improved communication around responsibilities and expectations. By standardising how we operate, we have created a more cohesive approach to service delivery, ensuring that clients receive the same high standard of service regardless of team or location.”
Internal governance within the organisation has also seen clear benefits.
“It has also strengthened internal governance and provided clearer reporting lines and performance oversight,” says Shannon.

Why Certex?
Once Talent Quarter were ready to get certified, they were looking for a certification body that had a strong reputation within the recruitment industry and understood the sector’s unique compliance and operational requirements. And Certex seemed to tick the boxes.
“It was important for us to work with an audit body that not only understood ISO standards, but also the practical realities of operating in a recruitment and government-facing environment. Having auditors with industry-specific experience gave us confidence that the audit process would be both rigorous and commercially practical,” shared Shannon.
Talent Quater says Certex’s consistent and structured approach helped them maintain focus and momentum even when priorities shifted within their business.
In talking about their experience working with Certex, Shannon shared,
“Our experience overall was very positive. Our auditor, Donna Rowley, was friendly, professional and constructive in her approach. She created a supportive yet thorough audit environment, which made the process feel collaborative rather than purely compliance driven.”
Looking Ahead
Talent Quarter says the ISO 9001 certification has provided its staff, board and clients an ongoing assurance that the organisation operates under a robust, independently validated quality framework.

“It strengthens customer confidence, supports improved customer satisfaction, and reinforces our culture of continuous improvement. Importantly, it enables us to proactively identify and manage risks, plan more effectively, and ensure that quality remains embedded in our growth strategy as we scale.”
